Abstract
The "Father of Interstate River Compacts," Delph E. Carpenter (1877-1951) served the state of Colorado as a lawyer, state senator, and river commissioner. He wrote, negotiated, and promoted the Colorado River Compact, among others, following his service as lead counsel in the Wyoming vs. Colorado suit. The Boyle Engineering Corporation has been a leader in the delivery of water and wastewater services since the early 1940s. In February 2008, Boyle Engineering was bought out by AECOM. The collection mainly contains material created by Boyle Engineering, such as reports for both private and governmental projects, focusing on water supply, wastewater, and flood control.
